Yes, and we should stop periodically and pay homage and thanks to Al Kenyon at FEMA. Broadcasters have never had such a good friend and ear as Al. What a vast change since Al has been there.

...and yes, I agree that FEMA should be a permanent partner in the EAS architecture but I'm not sure we should overwhelm them with a lot of demands all at once. A year of conducting RWTs should give us plenty of material to build a good case for maintaining their involvement, particularly for the stations in states that just don't want to get involved! And you know there will be some of those...
