My apologies on the typo on your name in my previous post.  Momentary brain
lapse.

No worries Mike...and yes, I agree that FEMA should be a permanent partner
in the EAS architecture but I'm not sure we should overwhelm them with a lot
of demands all at once. A year of conducting RWTs should give us plenty of
material to build a good case for maintaining their involvement,
particularly for the stations in states that just don't want to get
involved! And you know there will be some of those...
