[EAS] Information on FEMA CAP Testing

I would have to second that - Al K and Manny C have both been working
diligently, and really pushing hard to make things happen.
June 30th wasn't the finish line - it was the starting gate, and their
support - as well as the other folks at FEMA and FCC - is going to be
essential as we continue down this road...

Yes, and we should stop periodically and pay homage and thanks to Al Kenyon
at FEMA. Broadcasters have never had such a good friend and ear as Al. What
a vast change since Al has been there.

...and yes, I agree that FEMA should be a permanent partner in the EAS
architecture but I'm not sure we should overwhelm them with a lot of demands
all at once. A year of conducting RWTs should give us plenty of material to
build a good case for maintaining their involvement, particularly for the
stations in states that just don't want to get involved! And you know there
will be some of those...
