I am somewhat in the middle on this.

Once local agencies actually embrace and use CAP the more ways a 
message can reach the public the better.

We need to recognize that, unlike 1960, over-the-air broadcasting 
today only reaches a small part of the public.  Just like copper dial tone.

Today to reach most of the public one needs a lot more different 
methods.  That is one of the major reasons why I continue to preach "CAP".
