I don't know that it's accurate at this point to say that IPAWS training is part of NIMS and therefore tied to reimbursement? Having FEMA wrap the IPAWS training into NIMS is one element of the Collins IPAWS authorization bill.

Also, I want to remind all those who deal with local EM that now that IPAWS training and testing is part of NIMS, and NIMS compliance is required for reimbursement from the Feds related to declared emergencies, more EM people will either see the benefit of using EAS or be told by their managers that they need to get involved to p[reserve reimbursement for their counties.
