Think of it this way ...There is always going to be a high percentage of
people that view change as a threat.   Put this people into the wrong
position and they can impede a great deal of forward progress.     

Add to this those that are not trying to be an obstacle to progress...it's
just that they don't understand what they are dealing with.

Government has a great number of these types.
