The published FCC text to speech rule doesn't prevent anything in the 
example given on the EAS forum web site.  The FCC rule doesn't prevent 
video programmers using the CAP text as part of their crawl.

Has the FCC told anyone yet what their concern was with TTS converters 
at the point of broadcast point instead of the point of origination, 
and why the FCC wanted additional review?

The point of origination can still include both CAP text and CAP audio, 
even TTS audio, in the CAP message.

It would be nice to understand what the FCC concern is instead of 
crusading about the wrong issue.
