[EAS] Who is using, or will use CAP

I just updated the list of links at eas.radiolists.net and added some more context to the preface.

The FEMA site you mentioned is a PDF that contains over 75 additional entities who are implementing CAP as a part of a very wide range of warning solutions -- including EAS.

The EAS Forum posting might be worth another look now, or a first look if you have not gone there to see the original.
