[EAS] Who is using, or will use CAP

I will add all of the links you mentioned. If anyone else has knowledge of CAP implementers, let me know. For instance, ESI has a CAP module in their WebEOC management software. 

I was concentrating on the worldwide picture, and did some research on Art Botterell's site. He listed a worldwide CAP developer conference held in Geneva, Switzerland way back in 2008 that was very well attended. I just mentioned that link on another site in reference to a discussion where some people do not realize that it will take some time for CAP to spark consumer level warning devices that will really leverage the specificity and value of public warnings to provide life safety information to people at immediate risk.
