[EAS] Who is using, or will use CAP

Good info.  In the EAS arena, you should add Monroe Electronics / Digital
Alert Systems and Global Security Systems to the list, as both these have
state and county CAP deployments.  

Another solid list to benchmark at
http://www.fema.gov/pdf/emergency/ipaws/open_developers.pdf .  This FEMA
list has been updated with some important additional information, including
links the Responder Knowledge Base Web site (www.rkb.us) for those who have
conformed to IPAWS technical standards.  The list of companies using CAP is
growing, and you can see the subset that are dedicated to CAP EAS
origination and dissemination.
