Being strictly literal...which is usually a good defense
when dealing with bureaucratic nonsense..the rule effective
April 23 prohibits the use of TTS. Not the possession of
the capability to use TTS.
So...applying both my legal and engineering brain to the
problem, here's the simple solution; assuming anyone is
really worried some idiot FCC inspector will make an issue
of the "gap:"
The only way tts can be "used" is if the box accesses a site
that will provide CAP encoded messages that would generate
tts. In the Sage box (and I presume the others as well),
you have to program in an address. Delete that address.
You will then have CAP-compliant equipment installed by June
30. In case anyone official cares. As we see in another
thread, there are, apparently, no "approved" state
plans-yet,--providing for the use of internet delivered
messaging. Nor have I seen anywhere where FEMA has a site
open for delivering alerts. So the Commission is in no
position to complain if the box won't do anything with CAP
alerts.
