[EAS] TTS is being rescinded

The practical reality is not to worry about the time disparity.

I read the Order and it does reflect and comment upon the disparity of 
time lines between 4/23 and expected publication in the Fed. Register. 
Complicated stuff, such as related to the ongoing EAS mess, will likely 
be referred to Washington to handle if anything should there be an 
enforcement question. At this point, I doubt anyone will be caught in 
that mess.

The Order also reflects on the fact the TTS is a work in progress and 
they're not interested in enforcing anything in relation to TTS until 
some point in the future when the state plans are adopted, protocols are 
in place, and IPAWS is fully operating.

The cut and dry stuff, such as no EAS gear, receivers, or tests 
sent/received will likely be continued by the regional offices. The 
guys/gals still left in the field are usually at least abreast of the 
major issues and know when to kick the ball upstairs.
