Sorry - just answering my own question below - just made it through the day's email and it looks like the NASBA lawyers will be looking into the question below with the Commission ASAP, so if someone from NASBA could post the outcome of that investigation to the list, it would be appreciated.

Since the new Order is not effective until the day that it is published in the Federal Register, but the 5th R&O goes into effect on 4/23, what happens in the interim between 4/23 and the day the Order is actually published in the FR?
Any communications lawyers out there?
