[EAS] Approving State Plans

While at NAB, I asked Tom Beers from FCC, since the GMC rule that required new State EAS Plans to be approved by the FCC has been dropped, must we still submit them to be FCC approved. He reminded me that FCC approval of State EAS Plans has always been in the rules and continues to be - so here it is, in 11.21 first paragraph it states, "The plans must be reviewed and approved by the Chief, Public Safety and Homeland Security Bureau, prior to implementation..." So you submit them to PSHSB, the Chief of which, Jamie Barnett is leaving the Commission, but an Acting Chief is already identified - so that person is who approves it. I would presume plans can be submitted to and progress reports gained from Tom.Beers at fcc.gov in FCC PSHSB. It would seem however, that you are not allowed to "implement" the new plan until it is approved, so not sure what the ramifications of circulating the plan to state EAS Participants prior to FCC approval would be.
