[EAS] Approving State Plans

To repeat, there is no logical way I can think of for the FCC to approve plans until they tell us they are all done with changes to Part 11.

Dave's suggestion to issue what amounts to an interim plan should be circulated in my opinion in a way that clearly communicates that Part 11 is still a work in progress.
