[EAS] CAP, Text to Speech, and April 23

April 23rd is when the 5th Report and Order--the new EAS rules--take effect.
The deadline for new equipment is still June 30 2012. But the interpretation
of the new Part 11 rules is that if you have the new CAP EAS equipment you
have to disable the TTS capability by April 23rd. Remember that close to
half the states in the country now have some form of CAP server and some of
them are using, or have the ability to use, the TTS capability.

I just read something interesting in regard to TTS.
 
In the new FCC rules the prohibition of TTS is in section 11.56. Section
11.56 (a) says "On or before June 30, 2012 EAS Participants must have
deployed equipment that is capable of the following:. Buried in 11.56 (a)(2)
of that section is the part that says "~TTS and Governor must carry shall
not be followed." (truncated)
 
Therefore don't we have until June 30 to disable TTS?
