[EAS] CAP, Text to Speech, and April 23

So, following the logic here, we need to turn off text to
speech by April 23, but then need to be able to receive CAP
messages by June 30, which, of course, will mean the unit
cannot generate any meaningful information for radio station
users--because the text to speech has been turned off.

Time for the folks in Washington State to call their
Congressional representatives and ask what the FCC really
intends.
