[EAS] CAP, Text to Speech, and April 23

I just read something interesting in regard to TTS.
 
In the new FCC rules the prohibition of TTS is in section 11.56. Section 11.56 (a) says "On or before June 30, 2012 EAS Participants must have deployed equipment that is capable of the following:. Buried in 11.56 (a)(2) of that section is the part that says "~TTS and Governor must carry shall not be followed." (truncated)
 
Therefore don't we have until June 30 to disable TTS?
