[EAS] The FCC online form

Makes sense to me Richard.  But the FCC probably wants to associate each EAS 
test result with the location of the transmitter that's sending the message 
regardless of the physical location of the Endec box.  I don't think they 
care about how the EAN gets to your box, just that it did.  But, I agree 
that for further analysis it would be better to also have geo-location data 
for the Endec's.
