[EAS] The FCC online form

Greetings:
At the risk of creating another stir regarding the EAS test reporting process, it occurs to me that the form is asking the wrong geo location question, or should really be asking for two geo locations.
The form asks for the location of the transmitter site. The form does not ask for the geo location of where the EAS box is located. As we all know, most EAS boxes are not at transmitter sites.
Notable exceptions: PEP stations and "sattellator" stations.
When trying to assess PEP reception, would it not be reasonable to assume the FCC(and all us stakeholders) would want to know the geo location of the EAS device and its receivers?
