Count on the  idiots at the FCC to shoot themselves in the
foot. If you have to file ahead of time to tell them you are
going to file on-line---means most everyone will be sending
in a report by mail.

And what is the point of the handbook? Haven't these clowns
figured out this is now an automatic system?  Even at 2 in
the afternoon many of these clusters will have no-one in the
control room. 

Especially after the next CC bloodbath that is supposed to
come this week.
