[EAS] Posting on Sen. Collins bill

As the last Chairman of the FCC's EAS National Advisory Committee (NAC), one of the 17 founding Trustees of the Partnership for Public Warning, and one of the seven core members of the BWWG, I would like to offer my opinion on this thread.
The BWWG core membership has a lot of depth and knowledge, including as we just found out, a registered lobbyist. However, we cannot do what needs to be done alone to first improve and then maintain the EAS.
What is needed is a public/private partnership of all warning stakeholders. The Collins bill, if enacted into law, may help establish such a group. We will have to watch the progress of this legislation closely. A key mission of this group will be outreach and communication with the EAS user group, namely the people on this list.
When the EAS NAC was running, we brought in representatives of many public and private stakeholder groups. This included people interested in better warnings for the disabled and others at risk whose interests are often overlooked.
