Alex,

Part 73 and 74 is only one spoke in a wheel with a dozen or more spokes
comprising the total alerting effort.

There is so much more activity across many federal agencies that the only
way to reconcile them is through crystalizing legislation.

In my observation, when a total industry and related goverment entities
reach a consensus on something, Congress usually sits up and takes notice.
 It's up to us the be a cog in that very large and fine toothed wheel.
