[EAS] Changing Required Test

Agreed, as far as moving out of overnights. One also has to keep in mind
that the periodic tests are not only intended to verify proper equipment
operation, but also proper training of the staff. I realize that that's
a bit problematic for radio stations that run unattended, but for those
of us on the TV side who do still staff 24/7, it's important to ensure
that all the operators, not just the overnight guy, are trained and have
an occasional opportunity to exercise that training.
I can't agree, however, on having to report each and every RWT to the
FCC on a web form. That's why we maintain logs. I can understand
reporting in unusual cases, like the national test, but for routine
state and local tests, what's the point? We know that overall, the state
and local systems work, and the problem on 11/9 was above that level. So
what is gained by reporting every RWT?
