[EAS] Changing Required Test

As an NPR Station we monitor the EAS feeds from them.  I have set up our Sage digital ENDEC to email myself and the KC OP-Area Chair with all received/sent alerts.  Now he knows that we receive the RWTs from NPR.  He is tickled pink with this.  He now knows that His LP-1 and the LP-2 RWTs are received correctly.
