[EAS] Changing Required Test

I think Bill Ruck's ideas make sense, but I'd agree with Alex Hartman to move them out of overnights.  I don't see a problem with reporting test results on the FCC website as was done with the national test.  Maybe it would give the FCC ammo to come after certain stations.  Aren't stations suppose to make the effort to be in compliance?  I'm sure many of the readers here not only make the effort, but do so in their facilities.  I knew of a station that ran their RMT with a cart.  At least it wasn't a gray Fidelipac with the wire guide chattering, but they did use a cart.  I have no problem with the FCC visiting operations such as that.  

And if satellators complain about having too much paperwork because they have hundreds of stations, then perhaps they should sell a few to reduce their workload.
