no amount of legislation can replace just "doing the right thing" in serving your public.
being a pro-active programmer & broadcaster when lives may be at stake can make your station a hero and makes for better press than ignoring an obviously dangerous situation and potentially being held accountable by the press, your audience, or the courts if lives & property are lost by "the crime of omission".

KXLY in Spokane is an LP-1. In agreeing to be an LP-1 we agreed to forward all warnings. 74 stations monitor the LP-1 for information. I would say if a station is not being monitored by any other station it would be up to the station to either forward a warning or do their own coverage. Any of our 6 other stations forward all warnings when un attended as I believe they should.
A note: We are not programmed to forward any Statement or Watch. As yet we have never received either of those via EAS.

I think the answer is "no". And I'm not sure it's a good idea to mandate
that certain codes be passed by all stations in a state. If it were
mandatory for stations that are unattended, that's one thing. But for
those of us with live weather people, I don't think it's a good idea. I
can see a scenario where our weather guy is saying, "If you're in
downtown Podunk City, take cover now" being covered by the duck farts
and a synthesized NWS voice giving a more vague TOR for "southwestern
Podunk County". Far better to let us give the more specific information.
The 30-60 seconds that the EAS box preempts our audio can mean life or
death.
I know I'm saying "mandatory for thee, not for me", but IMHO it's a fair
price to pay, for stations that run unattended at times.
