Doing the right thing is subject to differing points of view.    There are 
many
stations that will only do the minimum FCC required for EAS.    For them 
doing the
right thing is NOT breaking format.   They view EAS messages as a 'tune-out' 
and
are happy when other station does EAS things. For them its EAN's, RMT's and
RWT's only....and Only because they must.   It would take a HUGE event for
them to break programming.   I know this is true...I have worked there.
