Marlin,

Please understand that I'm not trying to promote mandating anything. My 
intent was to be more of a devil's advocate here.

Ideally, it should continue to be a voluntary thing, where the stations 
see that it's in the best interest of the community, as yours do. 
Unfortunately, we all know that there are companies in the business on 
both the radio and TV side of things who don't see it that way.

It's hard to understand why, given that it really doesn't cost a station 
anything to do it. We're all required to have the equipment installed 
and functional. It's just a matter of having someone program the box. 
And I cannot comprehend why any rational PD or GM would object to an 
interruption of programming when their audiences' lives hang in the 
balance. After all, dead people don't show up in ratings books...

I would say if a station is not being monitored by any other station it would be up to the station to either forward a warning or do their own coverage.
