[EAS] Joplin

Jeff,

With all due respect, CAP is a delivery method, it's containing the
message, being delivered, is it not?

EAS does need an overhaul, and if the intent is to keep it intact
(which it is, for now, i'm sure it will change at some point), but
there HAS to be something done along the lines of public education.
The public needs to be informed where they can go to get the
information needed, be it broadcasters, cell networks, NOAA, etc. They
need to have that at the forefront of their brains that they should
tune into TV11, or AM830, someone who is going to carry that
information to them, not rely on satellite programming.

In all honesty, it's really the last hope broadcasters have as far as
survival. We still have the localism factor in our favor. Lets not
forget that part.
