[EAS] Joplin

I think it is important that we understand the CAP is just a message protocol, not a delivery method. Yes, one of the new ways to deliver this xml formatted message is via IP, which in many cases means the internet, but it is not doing away with EAS's over the air relay network. Granted this too need much improvement.

The horrific natural disasasters recently show that we need many ways to get emergency information out, not just internet or broadcast or cellular...but as many ways as can be imagined to reach as many people as possible.

It's sad, very sad, but Mother Nature will have her way.

Hopefully the feds will look at the situation as far as emergency
preparedness and compare/contrast CAP to EAS, see where they can make
the improvements, and where the shortcomings are.
