[EAS] Single point entry of CAP messages

Some responses to the following -

There are many of us that wished there was a more robust way to
handle EAS message distribution.   However there are a couple items to
be considered.

> The Internet is there
> The Internet is just about the only means we have of distributing this 
> information.
> Just about everyone has it.
> We would have more to bitch about if the Internet was not used.
> Legacy distribution systems are not up to the task.

and -

> Everyone agrees that a redundant point-multi-point RF system would be a 
> great addition.
> Every should understand that our country, states and local areas are 
> broke, ie we have no way to pay for it
