[EAS] Single point entry of CAP messages

And there are still a *lot* of unanswered questions about how we're
going to make this thing work. Last week, I was talking to our TX
supervisor (who's also the assistant CO) about how we're planning to get
our DASDEC connected to the Internet--through the corporate WAN, the
local cable modem, or a dedicated connection by another means. All have
pros and cons that we have to weigh. Discussions like this allow us all
to compare notes...
For the record, I'm not complaining about CAP--at least, not yet. I
recognize the need for moving forward, and like everyone else, our
trusty TFT 911 is due for retirement. And personally, I'm thrilled to
have a box that allows me to replace our handwritten EAS test logs with
one printout that I just have to initial and put in the book...
