[EAS] Single point entry of CAP messages

You're right, it is our reality, but it's threads like this that allow
the ideas and information to flow with the people who have to deal
with it day in and day out on how to implement the reality and make it
work effectively. Hell, who knows, maybe it'll catch the eyes of
someone at FEMA/DHS and realize how big of a cluster they're making
it, and when they go to revise it in a decade, remember what we say,
and learn from their mistakes.
Complaining about the inevitable is how the inevitable changes,
inevitably. If nobody complained, there would be no ideas on
improvement. :) So no, this thread is not a waste of time.
