[EAS] EAS CAP and some thoughts & replies

EAS participants will all need some form of IP connectivity - whether conventional Internet, satellite, and/or whatever.  11.55 can be read to imply more than just the need for a CAP EAS encoder/decoder- the ability to accept a CAP message presupposes a requirement for some form of IP transport.
