[EAS] EAS CAP and some thoughts & replies

Hopefully this will be a part of the FCC's re-write of Part 11.
Here in WaState, where we are rolling out CAP. I am making
WaCAP the #1 Monitoring Assignment.
The Sage boxes still have the same analog inputs and those stations
that upgrade using this hardware simply plug in the same monitored
sources into those inputs.
It would be interesting to hear about stations that cannot get and
Internet connection...They must be in the out-back. Even very
out of the way places in this state have it - Look up Forks Washington
for an example -
