I suspect that you are, perhaps, confusing an issue with an Email Server and 
the time it takes to access an IP address in the Internet?

Observation -

I found it interesting that the recent quake in Japan that social media 
devices, in large part, continued to work.    Where all things fell apart, 
Amateur Radio Ops have, as they always do, picked up the slack.
