[EAS] EAS CAP and some thoughts & replies

"Thoughts" was my subject and I wish to thank all the commentators for their inspiration and viewpoints which had here-to-for escaped my attention.  You have offered insight and understanding which failed to accompany the "decree" of CAP.

There just happens to be a related article in "RadioWorld" March 1, 2011 <radioworld.com> on the front page, about station WBT improving the PEP Emergency Network; "Ready for the Next Crisis" on page 18. (Sorry, but the article does not appear in their archives, nor in any search, even though companion articles do show up.. Jut my "luck") It happens to have been a station with one of those underground, secure, "bomb-proof" facilities and underground cable vaults for the cold war era.  Its an interesting short article and reminds me of those facilities including the 12 ft deep buried trans-continental copper circuits, then the upgrade to L band coax and the 3 story deep underground relay stations often co-located with the microwave sites.  Ah nostalgia.....

I remember DARPA net which was a protected, robust, self-healing mesh network as resistant to outage as could be created at the time.  Now we have glass optical pipes all over the place, and one backhoe dig in NJ takes out the entire NE corridor of cities, and creates a new communications term: "Backhoe Fade"    Amazing....

But, thank you all, specially Lowell.  You reminded me of my Scot heritage and my natural resistance to having something "crammed down my throat" because I don't know any better, that I am a disgruntled child and want the best toy available, and that I'm not in the decision tree so I'm not permitted the luxury of a decision.  My first response to you would have been G-P-S, but over several messages you developed a logical and informed approach and a presentation which did not change much, so my original comment to you stands.

Clay, thank you for your logical followup.  Sweet and thoughtful and so well put.

Now my task is to see how we manage the capx and how we implement this CAP using DSL internet link typically having a latency of more than 20 minutes for email....  It is interesting....
