Email latency isn't a reflection of the performance of an internet 
connection.  Email servers are often just slow, possibly due to 
filtering mail for spam and anti-virus, among other things.  A DSL 
connection should be just fine for CAP.  Generally, CAP messages will 
be pulled not pushed from servers, so you won't need a public IP address.
