Also should you be so motivated, re-read reports written by the Partnership For Public Warning.  FEMA only took selective parts from our reports for IPAWS, but the message is the same one Clay articulated and Bill reinforced:

1. Multiple warning sources to the public, the more the better.

2. Backup the backup links for as many of the above as possible.
