There is no perfect technology.

The Internet has the advantage that it is massively parallel.  The 
only problems occur on the "first mile" and the "last mile".

The server can have multiple connections so that it would be unlikely 
that one event will take out the server's "first mile".  One can also 
have multiple servers in parallel with multiple connections to the 
Internet.  That is easy and automatic with IP.

On the other hand, there may be events that could take out the "last 
mile" to your station but not all of the stations.

When you consider that the concept of CAP is to connect ALL forms of 
media, not just one broadcast station, the chance of getting the word 
out to the public is enhanced.  Even if one broadcast outlet is out, 
most may carry the message.  And if cell phones and other forms of 
communication in parallel are mostly working the chances are increased.

I do not believe that IP is the answer to all.  It is great for a 
short packet like email and CAP.  It is terrible for a long continuous stream.
