[EAS] EAS CAP and some thoughts

Repeating some thoughts and reiterating some comments (from
the Department of Redundancy Bureau); there's nothing like
backups.
I think the problem many of us see coming is that once there
is an internet based system in placed, other transmission
methods will be dropped or ignored.
Case in point: NWS Pittsburgh a while back would run tests
and alerts with no audio. They had a cable drop at their
office, the message appeared on cable so they assumed
everything worked. Unfortunately I was monitoring one of
their NWS stations --duck farts, eom no audio (Perfect Paul
on a lunch break?).
Satellite would be one alternative--but as I write this we
are airing our local girls BB team in the state finals--off
the internet. Statewide network we would normally use no
good to us today because their receiver died just before the
tournament. So we are using their streaming audio for the
broadcast. With a telephone back-up in case that dies.
