Very good point -

Here in Washington (WaState) we have been doing just what.   Analog or CAP 
EAS messages don't take very much time when you look at the amount of 
message traffic on a daily, weekly, monthly etc basis.    I recall 
advocating the use of Public Works 2-way radio repeaters for Local Relay 
Networks.   When the local government officials came to understand that - 
sharing - of those systems that dispatch dump trucks and plows would not be 
negatively impacted by sharing the radio system with EAS we had our LRN 
system.     I have found that time sharing is very workable, you have to 
first overcome a lot of bias and misunderstanding.
