Thanks for remembering this discussion. I also recall that Ann Arnold, President of the Texas Association of Broadcasters, put forth a similar proposal at NAB last year. The idea was to provide training for emergency management agencies as part of a grant process to purchase CAP-encoding hardware and software.

Back when I was a contractor for a FEMA IPAWS project, ...
The concept was to have emergency managers take training related to both CMAS and EAS functions, to allow them to be accredited to use the IPAWS system.
