Back when I was a contractor for a FEMA IPAWS project, there was quite a bit of discussion about creating EAS public warning training under the National Emergency Training Center / Emergency Management Institute (the source of NIMS training).  Not sure whether this is still contemplated solely for CAP EAS.  

The concept was to have emergency managers take training related to both CMAS and EAS functions, to allow them to be accredited to use the IPAWS system.  Things got a bit fuzzy, IIRC, when in came to extending such training to local CAP systems, not purely though IPAWS.

In any event, the training concept was a good one, and hopefully both IPAWS and EMI have the resources to support such an curriculum...
