UHF is a better choice, but I'd take low band VHF over nothing.

Right now in LA County LRN delivery is by low band VHF, so Los Angeles broadcasters are in fact taking that over nothing -- at least for now. 

The LA County LECC has not given up negotiating with LA County to get that changed.
