Hi, Rych  and everyone-

Many of us share Rych's frustrations with the current situation trying to get answers on monitoring assignments. These can and should be decided at the state or local level. My personal rule-of-thumb has been to find out who is willing to act as an LP and find out if the stations who cannot meet the FCC's monitoring requirement can hear the potential new LP assignment, and have never encountered a situation where someone inside the Beltway opposed it. If anyone has heard of a situation where someone in DC (or elsewhere) objected to a locally decided monitoring change, I'd like to know about it. The real challenge is finding someone who will take on the LP responsibility and then dealing with the realities of propagation to make sure the monitoring assignment change can work.

I am also very much in favor of local relay networks (LRN's) that can be used to ease us away from the LP distribution model. Eliminating the LP "middle man" means that each station that can directly monitor its local warning centers and will get information faster will a lessened chance of an LP station not relaying for some reason. 

Looking forward, all we can hope for is that we can all get behind a concerted effort to have the FCC put in place the elements that has always been missing from Part 11.

If your state does not have a CAP source now, according to the existing Report and Order, you will receive information on the IP address for the federal CAP aggregator. I have not seen this information yet. If anyone has, please chime in.

All State plans will have to be adjusted for CAP depending on a number of factors including your governor's desire to implement Governor Mandatory and Governor-designee mandatory. Again, a locally driven effort -- not something that can or should be done from inside the Beltway.

As far as the FCC acting on a report to force on-air TV out of business, maybe that's a topic for another remailer?
