Testing of this system is underway.  FEMA has published the technical 
specs, a test environment is up and in use, and a production server 
is up and awaiting companies to finish testing.

This FEMA  web page is mainly for developers, not users, but you can 
see the archived and most recent seminars and get a sense of what's 
taking place.

My guess is that we'll see some instructions from the device vendors 
on how to access the FEMA server in the summer.
