[EAS] Authority to form State Emerg. Comm. Committees

As Bill seems to have taken on the role of the resident Voice of Doom on this list, it is my duty as
moderator to make sure anyone who thinks differently feels free to state their opinion.

It is also my duty as moderator to offer my opinion that we should not give up trying to get resolution on EAS issues that we know need to be fixed but have not been addressed and solved due to the very reasons Bill outlined.

The host for this list, the BWWG, is looking at issues that need to come before the FCC and FEMA. Your opinions on this list are very important to what we decide to file. So Bill has succinctly stated a problem.

Can we come up with solutions?

One I thought of is to bring EAS training into the National Incident Management System (NIMS). This will bring a definite "carrot" to local emergency managers/law enforcement to become EAS-trained. NIMS training can be a key to locals getting reimbursed for some costs during emergencies.
