[EAS] Authority to form State Emerg. Comm. Committees

Like almost all of EAS the SECC is an unfunded mandate from the 
federal government.

And best as I can tell it is a vague unfunded mandate from the 
federal government.

While it is important to have local control, both at the very local 
city/county/area level and at the state level, my experience is that 
it is very difficult to get the attention of those that should be 
involved.  Lacking both a stick and a carrot local and state 
governments will make it a low priority.
